Policemen are not above the law.There is a way to restrain an individual that is acting unruly. Spraying pepper spray on an individual in the back of a police van is the same as spraying it on everyone in it that will be arrested. The fumes linger and don't go away immediately. The same rhetoric was used during the Civil Rights movement to justify spraying people(agitators) with water hoses and letting German Shepherds dogs bite men, women, and children.
