			<description><![CDATA[<p>The last paragraph of this article pretty much sums it up. The fact that he didn&#x27;t specifically cater to blacks actually created dialogue on both sides. Republicans needed something more to &#x27;artificially&#x27; slam him on because had he done for blacks while not making those same provisions for whites, that&#x27;s called discrimination. Democrats, while knowing this also, still wanted to see him &#x27;strong arm&#x27; for blacks. He&#x27;s had to walk very, very carefully regarding race relations which is why they exploit him on Chicago violence. They never had intentions on helping him with that dilemma but, they don&#x27;t mind throwing it up in his face as often as possible.
