His plan changes with his audiences. With a mostly white audience, his rhetoric is to deport all; with a mostly Hispanic audience his rhetoric is to take a softer approach(dems approach). This leaves the people that will be responsible for implementing our immigration policy totally and utterly confused. UGH!
