It needs to be investigated.  Pay-to-play?  SHUT IT DOWN.  Pay for Chelsea&#x27;s wedding?  SHUT IT DOWN.  Pay  for Chelsea&#x27;s $10 million apt?  SHUT IT DOWN.  Pay for exhorbitant salaries?
