Second, none of what you are saying matters. What matters is that the lack of help compared with Texas and Florida, and the fact that the U.S. Government is trying as hard as they can to distance themselves from Puerto Rico should be an outrage. Puerto Rico as has been decided is under the control of the U.S. Government, so then the U.S. Gov't does not want to help Puerto Rico because then perhaps they may have to include Puerto Rico as the 51st State.
