And also, what is the punishment for those kids who think it's impressive to stand around holding their crotch? I personally find that to be more repulsive and offensive then some silly kid mooning someone while wearing a thong (which isn't technically considered mooning if all the required parts are covered).

Zero tolerance lacks balance. Unfortunately, its seems to be used as a catch all for any kind of bad behavior. I agree with you Rick G.. arrest for disorderly conduct would have been sufficent punishment but the deterrent I not so sure about. Pushing social boundaries to the point of acceptability seems to be the cultural objective today. Mooning just seems to be a symptom of an even larger problem in the child and in the culture.
I have to agree.

Kids are mooning all the time...out of school bus windows, etc. They shouldn't be sent to a "reform school" and have their education jeopardized because of it. At least the lad was wearing a thong. I've seen women walking down the beach with as much exposure without getting hassled at all.

An arrest for disorderly conduct would have been a sufficient punishment and future deterrent.... [ More ]
