			<description><![CDATA[<p>Thanks for your responses, but you&#x27;re begging the question. I&#x27;m asking why would it be wrong for a lottery to &#x22;fix&#x22; any game in order to make sure they only have to pay out a limited amount on a limited number of tickets. Lotteries commonly limit the number of tickets they will sell on a particular number combination and they also make payouts parimutuel in some games when there are numerous winners of a particular prize category. 			<description><![CDATA[<p>also the raffle and scratchers have a predetermined amount of winners so its more easier to fix the numbers games because its not predetermined unless the draws are computerized maybe.with ball draws its live and the power is with you the player.i could go bet on 486 twenty times and win 10 grand.with computer draws they could keep track of player bets and say well we don&#x27;t want this guy to win on all these 486 that he bets so we are going to set the computerized draw to determine a winning number today to be one no one bet on or bet on the least.its possible........... &#x5b;&#xa0;<a href="/blogentry/13283#c11358">More</a>&#xa0;&#x5d;</p>]]></description>

			<description><![CDATA[<p>simply because the ball draws outcome is not known and millions could be won on a number.a computerized draw the winnings could be kept to a minimum because the lottery could set the computer to make the winning number the least bet on number day after day induring maximum profit.a good idea for the state but bad for the players.with ball draws this simply cannot happen.with computerized draws the ability to manipulate or control the outcome or cheat the players is much greater.the word deceive would be a better word for me to use.... &#x5b;&#xa0;<a href="/blogentry/13283#c11357">More</a>&#xa0;&#x5d;</p>]]></description>
