The deal was not made by Kerry, it was made I believe during the Carter Administration. It just so happened to come into fruition while Obama was President. And as to the Nam war, well half those soldiers didn’t have a clue about the military, they were just given guns and told to go to war. “Johnny got his gun” is a relevant book in terms of that. A lot came back with severe mental illness, ptsd. I’ve seen ex nam vets hiding in trees in the dead of the night with shotguns in the middle of the city ok, 10-20 years after.
