A lot of that is allowing illegals to be counted in the Census. The power of your vote is being watered down by people who can't even vote. (legally, although often a blind eye is turned towards that)

With every birth in your Congressional District, your power of representation is being reduced. You might have been one voter in 100,000 back ten years ago but now you are one voter in 500,000 The Congress is not adding more seats to it's Chamber. They are not building a larger Capital.

This is taxation without representation. The American Revolution was fought over the King of England increasing taxes and not listening to the colonists.
