Maybe she wants to block the bill for their protection to flaunt her authority the way the Cardinal blocked her from Holy Communion for being a baby-killer.

The Senate passed the Bill after a crazed Democrat attempted to assassinate Justice Kavanaugh but the DFC Nancy has unbelievably blocked the Bill in the House. Why? Because she doesn't like the so-called Conservative SCOTUS. So they and their families will be at risk of assassination until she gets around to bringing it up for a vote. DFC.
