We now have to pay for an imprisoned terrorist's sex change surgery. The terrorist is getting out of prison around Christmas and wants the surgery before then because it's cruel and unusual punishment to deny it and they don't want to have to pay for it themselves. This person has spent their whole adult life in prison for terrorist crimes. And now we have to reward them with a sex change just before they get out.
