The first 2 sets are consecutive to the first digit of the MPr, the second 2 sets are consecutive to the second digit of the MPr. Each CPr also appears with 2 different MPrs. Example, the 23 appears with the 27 38 MPrs, the 45 appears with the 05 49 MPrs.
