A person doesn't have to be stupid and go hogwild, but someone could have made a handsome sum of money. But, if the public finds out , there was some hanky-panky, there goes the RNG. They want to keep this as low key as possible. They were stupid to make the statement about" testing and double numbers were drawn". If the vendor made a code error, how could doubles be produced in the test? If in fact they did test and produced doubles, a programmer can rig draws anytime he wants too.
