Now I can see how easy it would be turn rats into alcoholics. Just keep putting a little beer or wine in their water in ever increasing amounts or mix into their food. It's not the ridiculous titles, it's that they thought, "That sounds like a great idea, lets do that" and then the bills with those titles got passed without anyone asking, "You want how much money to do WHAT
