			<description><![CDATA[<p>When a scratch ticket looks like a winner on the face, that is not the same question as what the lottery s validation system will pay.<br /><br />Printed play symbols are what you see under the latex. Validation is a separate check against the lottery s records for that ticket s serial / barcode. States write the rules so that when those two disagree, the validation file controls not the printed appearance. That is why a ticket can look like a big prize and still validate to a smaller amount, or as a non-winner, after a print or production error.<br /><br />I treat those as different layers:<br /><br />Face of the ticket what the art and symbols appear to show. Terminal / retailer check what the scanner returns when the ticket is run. Official claim / validation what the lottery s system accepts against its winner file.<br /><br />If step 2 or 3 does not match the face, I do not treat the printed prize as the payable amount. I also do not invent a conspiracy from one bad ticket. Production errors happen; the published rules say how they are handled, including replacement or limited goodwill offers in some cases.<br /><br />Practical habit: if a ticket looks like a large win, verify through the official channel for that state before celebrating or discarding. Keep the ticket intact. Read the claim instructions for that prize tier.
