These are unregulated vehicles driven by drivers at most any age.

So whats the problem with it.

They are unregistered.

Accidents occur with them with injury of course.

No doubt uninsured or none.

So what does the local gov'ts propose.

Regulations of course.

Need to fill those tax coffers you know.

People try to save a buck and the gov't wants their fingers in your pocket.
