You see the brave police officer exerting his authority over a defenseless photographer. Since the officer is useless against real crime and criminals he needs to show the crowd he still has some authority, therefore he picks on someone that will only shoot video. The mock funeral is a testament and direct critique of an impotent weak police force in Newark, NJ., and the officer is angry and must show he still can control the sheep, since he can't control the wolves.
