Clinton raised the debt ceiling to 'balance the budget.' Joker's right the national debt .... money the nation borrowed and interest accruing from those loans .... kept on rising while Clinton held office.

Just because Bill Clinton created a surplus doesn't mean the National debt was paid off. Only one president did that, and it wasn't Bill...lol (Andrew jackson)....

I think that back then the national debt was paid off, i think Bill Clinton lower it to zero or just 1 trillion but i could be wrong...I will tell you this...There is a lot of countries, organizations, etc that could not put up with the idea of the USA National Debt been: Zero...
