			<description><![CDATA[<p>I&#x27;ve dealt with this particular government bureaucracy the Minerals Management Service.&#xa0; &#xa0;What a disaster,  entrenchment so deep even ground penetrating radar can&#x27;t break thru.  It is vast because they have or had their hands in all sorts of govt asset management, procurement and servicing.  It should be scrapped and broken down into manageable entities run by private contractors.</p>]]></description>
