<br />They have to provide their own mayhem to justify their budgets. Toronto would have looked pretty foolish for spending all that money on security only to face peaceful crowds. "Send in the clowns!..."<br /><br />But wait till the detainee stories come out. Some women have come forward with stories of rape threats and sexual assault while in detention. This kind of Guantanamo detention isn't going to fly.
