Yup...conditioning for martial law. It will go down first in the gulf states and southern border states and will continue from there as America gets increasingly outraged at being occupied by its own forces, foreign troops and mercenaries.

I think this would freak me out if I was stopped in my town by soldiers. I believe the conclusion at the bottom of this article is true and correct, that this is to acclimate the public to martial law.
