I noticed that MOST, floods occured because it rains in a river and that river overflows, not because it rained somewhere and in those areas, the water began increasing...

Thought of this, like, 4 years ago...

To stop a river from over flowing, you will have to: DIG AN AUXILIARY CANAL or AUXILIARY TUNEL ARTERY in that river, the more the better that will empty out in the sea...But the mouth of these: AUXILIARY CANAL or AUXILIARY TUNEL ARTERY forking off/branching off from the begining of the river, the mouth will have some kind of, AUTOMATIC DOORS That when it RAINS the mouth of the: AUXILIARY CANAL or AUXILIARY TUNEL ARTERY OPENS...Making the the altitude of the river, decline and making the quantity of the water of a river take a: DETOUR/REROUTE...Preventing rivers from, overflowing...

The auxiliary canals/tunels could be build with the: TBM (TUNNEL BORING MACHINE), the one that made the, EUROTUNNEL from England to France....

You could direct the, AUXILIARY canals/tunels to the, DESERTS/MOUNTAINS, CREATE VEGETATION THERE [is sweet water]...However, it will cost: LOTS OF MONEY TO BUILD....

you see i really didnt know what, cause floods...i think there are, 2 or 4 different kinds of floods...

i owe this idea to a flood that occured in, Pakistan and China....

Flood cost the government, how much: 3-5 Billion dollars a year is major, depend on the country...

Take, $6 Billion, put 2 Billion in the bank at: 5%....it will be: $100 Million dollars...Workers getting paid: $470 a month is: $5,000 a year...With, $100 Million dollars coming to you every year you will have: 20,000 workers working for you constructing these canals/tunels...

Take the other, $3 Billion place, it in the bank at: 5%, it will be, $150 Million dollars coming to your every year....How much did the: TBM COST???? $30 Million dollars according to the movie: Oceans13....You can buy yourself, 5 of them EVERY SINGLE YEAR...You wait, 4 years and you will have: 20 of those, Tunnel Boring Machines...After the 4th year you take, the: $150 Million and you hire: 30,00 more workers...

So you will have: 50,000 workers working on the projects and 20 Tunnel Boring Machines....
