They could do that with their Wealth...Price Tag = $6 Billion dollars, PER RIVER/NATION...If they are going to give away their money free...They should do this instead of giving it to Charity...Which saves the governments/nations more money which they can turn use that money to: CREATE JOBS AND HELP FIGHT POVERTY....

Can even hire, teens to work...

This disasters, occur every, 3 or 4 years which means is: $6 Billion dollars the governments/each nation/state has to spend every 3 years...The Billionaires put their own money and are reinburst, and problem solved....
