<br />The safest material to use in a bullet is lead because it is malleable and expands, preventing it from going completely through things (eg., walls) to hit innocent bystanders. The small amount of lead leaching from spent bullets in hunting areas (which are far removed from municipal water supplies) has never presented a problem in the past when many more people actively hunted for their own food.
