			<description><![CDATA[<p>No one is going to save money when most of the consumers conserve energy. Electric rates are determined by an electric company based on the useage their grid supplies. Electric companies have a budget to meet with a profit level. They do not meet that goal they apply for a rate increase. I have seen it happen with heating and cooling efficency goals being met.</p>]]></description>
