Comprehensive Immigration Reform bills were introduced in Congress in both 2006 and 2007.<br /><br />In 2006, separate versions were passed in the Senate and House, but an agreement was never reached in conference committee. In 2007, a version in the Senate proposed by Senators John McCain and Ted Kennedy with support from Pres. Bush failed to reach a cloture vote.
