<br />It's not so much the person cashing in the tickets that bothers me, bu the owners who are partaking in a racket and lying about it.

This type of action on the part of store owners has been going on in Memphis for years. So what is the problem? There are groups of people who can not come forward to claim a prize due to outstanding warrants, legal status, ex-spouses, and so on. These people will sell a winning ticket for far less than the payout. Something is better than nothing.

<br />Winning 115 times totally over $200,000 in winning scratch-offs does set red flags off, and the lottery officials need to do a more thourogh investigation on the store owner.
