you could use the homeless also, put them to showel snow all over the world or sweep the streets, pick up thrash not on the garbage truck but to walk the streets and pick up every minute thrash you see on the floor or to rake leaves from leafsless trees....Beautify THE USA...pay the minimum wage or 2 thirds of minimum wage...In some countries you can use them as thrash cops, for them to look out for anyone throwing thrash on the floor and fine them....
