			<description><![CDATA[<p>Across the country several states are enjoying budget surpluses while the federal government faces a historic fiscal nightmare. Indiana, Ohio, Maine and South Carolina are among the states that ended their fiscal years in the black. Higher than expected tax revenue and significant spending cuts are the reason behind these success stories.
