			<description><![CDATA[<p>I figured out how to get around the presidents approval on the pipeline crossing the Canadian border.&#x3c;br /&#x3e;Canada build their side to within one mile of the border. The United States build our pipeline to within one mile of the border.&#x3c;br /&#x3e;Build a two mile railroad with twin tracks crossing the border connecting to pumping stations on each side of the pipeline.
