			<description><![CDATA[<p>That was done through congress the right way, regardless whether or not it&#x27;s controlled by Democrats or Republicans. This is the way it needs to be done. NOT by doing it the wrong way and then coming out and say &#x22;it was the right thing to do&#x22;.&#x3c;br /&#x3e;No one is above the Law, PERIOD&#x3e;&#x3e;&#x3e;!!&#x3c;br /&#x3e;The key word in that excerpt is Proposals. Not my way, or the highway.  &#x3c;br /&#x3e;The reform act of 1986 should not be disputed  in any way...</p>]]></description>
