Regardless of who thinks the other person (party's), to blame, by putting a band-aid on the matter will not heal it. It will still fester when feels as though the other is gaining the upper hand. If it's fixed right this time, it won't break down in that area again, it will be somewhere else. If you clean up your backyard first, then I would say you have every right to help/tell someone else clean up their's...

Anybody that has been out there in the community on a grassroots level knows that "blaming the white man" is not the issue. It's much deeper than that, but white people would like to believe it.
