I don't need to be babysat, I don't need to be told, what to eat, what to buy, or else I'll be punished, with more taxes. If I want to put a flag on My Fathers grave, I am going to, don't want to hear it made a mess, don't want to hear it offended someone, don't want to hear only illegals can fly their flags.

People were probably leaving the place in disarray (a lot of people at one time stomping all over the place) or never coming back to remove the flags and they become faded from the weather. Or flags and poles coming loose and blowing all over the grounds and the wind taking them into people yards. I wouldn't doubt it if there was a history of vandalism.
