They've been angling to get at those retirement funds for years. Redistribution (the false promise of it, anyway) will be very popular with those that it will be promised to. In the vid, she says people will not outlive their retirement funds. People will take that as meaning lots of funds, rather than a shortened lifespan (healthcare rationing -- you'll have to pay bribes for things like bandages and anesthesia).
