Corker has no clue. By voting on cloture, the vote on the amendment passes with a simple majority. By voting AGAINST cloture, the amendment would have to have 60% vote to pass, which it does not. Cloture must pass with 60% of the vote. Even I, as a normal every day citizen understands this.
