			<description><![CDATA[<p>http://www.ilga.gov/legislation/ilcs/ilcs3.asp?ActID=1254 ChapterID=22<br /><br />Illinois Comprehensive Health Insurance Plan Act.<br /><br />excerpt:<br /><br />(215 ILCS 105/1.1) (from Ch. 73, par. 1301.1)<br /><br />Sec. 1.1. The General Assembly hereby makes the following findings and declarations:<br /><br />(a) The Comprehensive Health Insurance Plan is established as a State program that is intended to provide an alternate market for health insurance for certain uninsurable Illinois residents, and further is intended to provide an acceptable alternative mechanism as described in the federal Health Insurance Portability and Accountability Act of 1996 for providing portable and accessible individual health insurance coverage for federally eligible individuals as defined in this Act.<br /><br />_____________________________________________<br /><br />What Is It? The Illinois Comprehensive Health Insurance Plan (CHIP) is a state program which offers health insurance for a fee to people who are unable to obtain private health insurance.
