I fail to see how this could be shocking to anyone. Civil rights leaders have been targets of the FBI since J. Edgar Hoover ran it. He was appointed director in 1924 and remained director until his death in 1972. He used the FBI to harass political dissenters and activists, to amass secret files on political leaders, and to collect evidence using illegal methods.<br
