Rhode Island Governor Carcieri yesterday asserted the recently passed separation-of-powers constitutional amendment gives him the right to immediately replace all legislators and legislative appointees on the Lottery Commission and Coastal Resources Management Council.Carcieri sent the names of six Lottery nominees and eight coastal council nominees to the Senate for approval.
