That's because they are after the jackpot or 2nd prize only, in spite of the poor payout percentage. They also have a cash option. And a very good additional reason is when Mega Millions is back to the base jackpot of $10 million, and NY Lotto's jackpot is higher, naturally it makes sense to play NY Lotto. As long as there is no looong drought of NY Lotto jackpot winners, the people see it is still winnable.

The new scratch games should include million-dollar LUMP-SUM prizes. The state also needs to increase the prize return on Lotto to at least 50%.
