			<description><![CDATA[<p>KyMystikal:You are correct. Banks do use ATMs to make money off of the surcharges. After the first 3000 transactions (which can happen in a matter of days, depending on the bank), all surcharges from transactions become profit for the bank. That&#x27;s how they are making a lot of their money nowadays. That&#x27;s how they can offer such low interest rates on loans. It used to be that a bank would have to loan money out at a higher rate than it gives on it&#x27;s account holders.</p>]]></description>

			<description><![CDATA[<p>Mr. Lemons declined to comment directly on the bill, but said taking away the office&#x27;s ability to utilize technology would  be like telling a bank they couldn&#x27;t use ATM machines anymore. I thought banks used ATM machines to make even more money?? I know if I use another banks ATM machine I get charged by both banks.</p>]]></description>

The funny part is that it is totally rough around the edges - no production values at all. 			<description><![CDATA[<p>here&#x27;s a thought.the main problem is cost. televising the drawings takes up quite a bit of money since it pretty much advertises for the lottery. instead of televising the drawings, post the video footage of the live drawing, like the the tri-state games do (www.nhlottery.org), on the Internet for players to view, so they&#x27;re getting an actual drawing, and the lottery is saving a ton of money by not televising the drawings.VT, NH, and ME are the best examples of this.</p>]]></description>

It&#x27;s like the old story about the farmer who started adding saw dust to the chicken feed to save money.  10% didn&#x27;t seem to make any difference, so he kept increasing the saw dust until the chickens were on 100% saw dust and you know what happened?  The chickens died.
