			<description><![CDATA[<p>I&#x27;m grateful it&#x27;s possible to be a registered lottery player in Norway, so all payouts are either sent via mail or transfered to the registered lottery players bank account automatically.But if someone with an uregistered lottery ticket win we get the same problem here in Norway.It doesn&#x27;t happen often, since perhaps 80-90% of the winners are registered players.</p>]]></description>

			<description><![CDATA[<p>that&#x27;s what every state needs to do. if the law says 60 days after validating the ticket, then the lottery needs to give them 60 days after validating the ticket. what if the winner is overseas or something and bought their ticket for a multi-draw</p>]]></description>
