Arkansas legislator wants voters to decide on state lottery

A west Arkansas legislator is proposing a constitutional amendment to authorize a state lottery to benefit public schools.Representative Buddy Blair of Fort Smith introduced a resolution Thursday that would lift Arkansas' constitutional ban on lotteries and authorize the state to run them.Proceeds would be strictly earmarked to funding court-ordered upgrades to public school buildings and equipment.
