			<description><![CDATA[<p>I think players in the state of pa. have higher chances of winning than manyneighboring powerball states. For example, i play in dc, de and pa. There ishardly any jackpot winner in dc or de but there are winners in pa.   I think ithas to do with population size. True, a number is likely to come out in onestate as in another but, ahem, that number will never come out unless thereis a willing buyer who wants it.</p>]]></description>
