I don't think a lottery would help a government like this. This is the worst and most desperate plan i've heard yet.

Sometimes if you BE IT, THEN DO IT , YOU WILL HAVE IT!. Most common folks like to Have it, then do it, then be it. But if works best the other way around. Just some sage advice, I bet these yahoos actually do win it soon.
