			<description><![CDATA[<p>The question is: What are S.C. and Virginia going to do with the scholarship programs etc. that are going to suffer because they put all of their eggs in one basket.  They need to have more than one solution for the state&#x27;s educational funding.  N.C. has just as much right to have their own lottery and fund their schools as S.C. and Virginia do.</p>]]></description>
