			<description><![CDATA[<p>This was a big scandal in Massachusetts - Whitey&#x27;s brother was notoriously corrupt head of the state senate Billy Bulger.  Whitey was also in cahoots with notoriously corrupt Boston FBI office and everyone wondered what sort of fix was in for mass murderer Whitey to get so  lucky . Not the kind of publicity the MA Lottery really wanted.
