If their budgets are that tight, the odds are very good that they won&#x27;t have a computer, internet access or a credit card. Besides, what&#x27;s going to keep all those nasty poor people from walking down to their local 7-11 and spending that money on lottery tickets in spite of the lawmakers&#x27; opinions?
