			<description><![CDATA[<p>Texas is trying to avoid a state income tax.  They expect the lottery to help fund education and it isn&#x27;t working.  Income from a lottery is not steady enough to fund teacher salaries, etc.  They need to wake up and smell the coffee.  We turned down casinos for religious reasons and won&#x27;t initiate a state income tax for philosophical reasons.  We need to cut spending, but with the wetbacks crowding the ERs and other social services it is very hard.
