			<description><![CDATA[<p>Thats called  bonus speak . As shown in Texas, and the whinning about PB losses, the only bottom line that counts is money in the hands of the controllers. When they get caught, then its always the previous administration - or whats become famous in 2005 - Gee I didn&#x27;t know.Take away their bonus and pay a straight salary, along with reducing their expenditures to 10% less than they spent the preceeding year, then you begin to see a shadow of integrity.</p>]]></description>

Maybe state governments are just incapable of running state lotteries and it needs to be privatized.</p>]]></description>
