True, but I've heard stories about winners having a hard time getting their money. There SHOULD be an incentive for cashing winners as well.

The incentive they have is that many winners, esp the smaller ones, turn their winnings into more tickets.

The OK sales commission will be the same as NY (6%), but NY doesn't have a commission for cashing tickets. I don't hear much complaining by NY retailers having no incentive for cashing winning tickets.

Oklahoma Lottery commissioners have increased the financial incentive for store owners to sell scratch-off tickets, even before the games have begun.Commissioners decided Tuesday to give stores three-quarters of 1 percent of the value of each winning ticket cashed.
